Senior Court Operations Consultant (Director of Domestic Violence)

Official Job Title: Senior Court Operations Consultant - Domestic Violence Court Operations Division (State Funded)

Description:
The essential function of the position is to assist the Circuit (Judiciary and Administration) in the Domestic Violence Division (‘Division’) with daily operations, case management, organization, development, and implementation of court services, problem solving courts, specialty courts and programs, budget development, personnel administration, grant initiatives, and facility management. This position provides supervision and management oversight of court support staff by assigning and reviewing work, conducting performance appraisals, and recommending and facilitating training. The position performs supervisory duties including recommending hiring and training of court staff and conducts performance evaluations for direct reports. This division is comprised of state and county funded court staff. Work is performed cooperatively, collaboratively, and professionally with court partners, stakeholders, and court customers. In addition, the position is responsible for developing and modifying internal procedures that ensure case flow, guiding new hires, and providing an overview of the support work. The position is responsible for preparing, revising, and analyzing court data, and creating statistical and other similar reports that provide division trends, status updates, and compliance measures with time standards, and federal, state, and local rules and statutes. This position reports directly to the Court Operations Director.
This position is eligible for a hybrid remote work/onsite schedule after a 90-day period, as outlined by existing Circuit policies and procedures.

Physical Demands:
Work involves a significant amount of standing, walking, sitting, talking, listening, stooping, and reaching with hands and arms; must be able to transfer up to 10 pounds.

Qualifications:
  • Bachelor’s degree in business management, judicial or public administration, or a related field. 
  • Six (6) years of related experience, including two years of supervisory experience.
  • Juris Doctor degree may substitute for three (3) years of experience, excluding supervisory experience.
  • Master's degree may substitute for two (2) years of experience, excluding supervisory experience.
  • Certification by the Institute for Court Management Preferred.
Knowledge, Skills and Abilities (KSAs):
  • Knowledge of laws, court rules, procedures and policies, legal documents, and legal factors pertaining to the court of assignment.
  • Knowledge of the organization, operation, function, and jurisdiction of the court of assignment.
  • Knowledge of the calendaring procedures in the court of assignment and of modern techniques of case management.
  • Knowledge of modern office practices and procedures.
  • Ability to communicate effectively in writing, orally and through presentations.
  • Ability to understand and follow oral and written instructions.
  • Ability to make work decisions in accordance with laws, regulations, departmental policies and procedures.
  • Ability to accurately maintain a variety of complex records.
  • Ability to establish and maintain effective working relationships with the judiciary, court administration personnel, and other private and public agency staff.

  • Ability to oversee daily court division operations, oversight of operations and program staff, and have knowledge of Circuit and division policies and procedures, legislative mandates and the rules and laws governing the areas of division coverage. 
  • Ability to represent the interest of the AOC at stakeholders and court partners meetings, conferences, trainings, special projects, events and throughout the community. 
  • Ability to formulate policies and procedures, strategic plans and implement unit and circuit manuals, mandates (legislative, federal or local). Frequent collection and analysis of data is required. 
  • Ability to work with programmers to comprehend data integration and establish useful and accurate reports accurately reflecting division workloads and compliance to time frames is required to provide informed recommendations as to current division needs and projection into future needs. 
  • Ability to update and maintain the division’s website and intranet (SharePoint) information and reflects current practices, resources, projects, staff, laws, and statistics.
  • Ability to respond to emails, phone calls, requests for information, inquiries, project status, program needs and a variety of questions and inquiries in a timely and professional manner. 
  • Knowledge of case management practices to assist case flow as well as systems such as Odyssey, CJIS, CourtMap, and the ability to work with stakeholders and their technology teams to discuss common items such as efiling, Clerk of Court Portal, reports, projects and other areas of interest or concern. 
  • Ability to work with AOC Court Information Technology Services and Data Quality Manager to assure accurate reporting and division representation of case load and case status. 
  • Ability to supervise staff and conduct personnel management functions such as interviewing, hiring recommendations, corrective action, and conducting performance evaluations. This includes professional development opportunities, cross training staff, succession planning and providing opportunities for staff to keep abreast of relevant information, research, and discussion of division specific topics.

Responsibilities:
  • Manages and coordinates programs and services within the Domestic Violence (DV) Division; Develops and implements policies and protocols; Provides direct oversight and management of the operations of the circuit’s DV Division; Plans and implements directives pursuant to local and statewide mandates and the mission and vision of the circuit.
  • Participates in recruitment activities to meet the needs and objectives of the DV Division. Supervises the performance of all assigned DV Division staff to ensure operations are carried out effectively and efficiently, pursuant to AOC administrative and division policies and procedures. Develops and implements training initiatives for division personnel to improve competencies and handling responsibilities. Sets measurable outcomes and goals and monitors performance of various programs and activities.
  • Provides direct operational support to the Judiciary and Court administration in strategic planning and judicial policy formulation, implementation, and oversight, by working collaboratively with the DV Division’s Administrative (and Associate Administrative) Judge(s), as well as the DV Division Judges and the AOC to administer the operations and carry out objectives of the Division effectively and efficiently. Plans and attends periodic status meetings and provides updates on ongoing initiatives.
  • Oversees the functioning and uniformity of the Court and DV problem-solving courts by developing and implementing internal and system-wide/interagency policies and protocols to best provide for effective and efficient caseflow management, and in accordance with legislative mandates, drug court protocols, performance measures and outcomes, and local needs. 
  • Develops and refines data reporting mechanisms at designated time intervals (i.e., daily, monthly, etc.), to capture a multitude of caseflow and performance measures and outcomes. Compiles, tracks, monitors, and evaluates data and other outcome measures and trends regarding DV Division caseload and other relevant variables. 
  • Identifies and resolves DV operational issues internally and through system-wide collaboration with counterpart AOC Division Directors, as well as with multiagency system partners. Leads collaborative meetings with all involved stakeholders to maintain and advance operations of the DV Division. Acts as liaison between court agencies, committees and community partners and the Court.
  • Develops and administers budgets for the DV Division. Prepares annual judicial certification and local requirements requests and amendments applying performance measures and critically analyzing data and trends for submission to AOC Executive Administration.
  • Develops and maintains effective communication with the Judiciary and Court Administration. Responds to all requests from AOC Executive Administration for monthly, annual, and other assigned reports due, and in response to requests and surveys by OSCA. Conducts research as needed to respond to inquiries from other circuits. Remains informed of best practices and other statewide and national models to adapt locally as applicable to DV operations.
  • Performs Emergency Management duties and responsibilities (pre and post emergencies) for the DV Division and court facilities. Duties and responsibilities include, but are not limited to communications, evacuations, hurricane preparedness, bomb threat procedures, disaster recovery, and emergency court hearings. Maintain and update the Division’s Continuity of Operations (COOP).
  • Serves as Point of Contact (POC) for Facility management. Acts as liaison between the County/Building Management, the Judiciary, and the AOC to track and monitor ongoing building improvements and facility related issues at respective courthouse location(s). Coordinates with the AOC Facilities team in matters regarding rotations and relocation of judges and staff, signage, spacing issues, identifying courtrooms and conference rooms; and evaluate and report any impact to court operations.
  • Researches and collaborates with the AOC Grants Coordinator and the DV Division’s Administrative Judge to identify and apply for suitable grants to enhance DV Court operations with additional funding from outside sources. Prepares monthly and semi-annual progress and in-kind reports as required. Attends grant funded conferences and training; develops programs and hosts open houses. 
  • Maintains the oversight of the DV Division’s Batterer Intervention Program initiative by acting as contact person for the circuit and monitor for the Advocate Program’s performance. Collaborates with system counterparts, batterer’s intervention treatment program and other community-based service providers in developing and implementing initiatives to provide for accountability of batterers and the safety of victims. Plans and attends quarterly meetings and provides updates on ongoing initiatives.
