Engineering Specialist 2

Location: 22211 US Highway 19N, Building 10, Clearwater, FL 33765
 
This is advanced professional, technical, and supervisory work in the review of stormwater management systems for compliance with permits and site plans for the Department of Public Works, Division of Environmental Management. This is a multi-role position that combines and alternates between the functions of site plan review and compliance, drainage review, and developing and delivering public outreach to citizens on topics of Stormwater Management System maintenance and compliance. 
The incumbent in this classification works at a high-performance level with minimum supervision and exercises a considerable independent judgment in resolving problems. This position reports directly to the Watershed Protection Section Manager, Division Director or designee.

 Essential Job Functions
  • Research and investigate stormwater management systems and related stormwater complaints to determine compliance with County site plans, permits, and applicable County Codes.
  • Coordinate with responsible property owners, relevant agencies, and contractors to obtain compliance, including generating enforcement correspondence, and potentially appear in court as a witness.
  • Performs technical office and field investigations of stormwater management systems and prepares reports on findings.
  • Assist team members with investigations and determinations on NPDES permit requirements and compliance activities. 
  • Performs other related job duties as assigned.
 
Position Specific Requirements
  • Florida Driver's License or Florida Commercial Driver’s License and endorsement, if any.
  • Participate in other Section stormwater compliance programs.
  • Participate in other Division environmental monitoring and outreach programs.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Completes training and assignments in the position's job description and training plan.
Education – degree with major coursework in environmental engineering, or related field.
  • 8 years of highly responsible experience as described above; or
  • Bachelor’s degree as described above and 4 years of experience as described above; or
  • An equivalent combination of education, training and/or experience.
 
Knowledge, Skills, and Abilities
  • Knowledge of basic stormwater management system design and purpose;
  • Knowledge of state stormwater regulations;
  • Ability to understand stormwater conditions by applying sound drainage concepts, investigating causes, and developing solutions;
  • Ability to review and understand site plans and permits to determine compliance with County regulations related to stormwater criteria;
  • Ability to learn the principles, techniques and practices of topographic or hydrographic surveying and land surveying;
  • Skilled in GIS layers and software, Microsoft Office Suite; Database and Case management;
  • Ability to develop and deliver outreach programs to citizen groups, homeowners, and contractors;
  • Ability to deal with co-workers and the public with tact, patience, and courtesy;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to organize and comprehend new information, training, and on-the-job related practices;
  • Ability to obtain required certifications and licenses, if any.
 
Physical/Mental Demands
The work requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibruim.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. 
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with the skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. 
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. 
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. 
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time. 
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. 
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other works accurately, loudly, or quickly. 
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Visual acuity: Have close visual acuity such as color differentiation, depth perception, and adequate field vision.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
