Job Summary
Supervise a team responsible for the implementation, operation, and maintenance of a wide variety of custom developed and commercially provided line of business applications, used by internal County staff, external governmental partners, and/or the public. Oversees the design, build, testing, and deployment of complex systems, and ensuring that projects are completed accurately and on time. This includes the development and implementation of multi-phase multi-year programs for business departments. Prepares budgets and monitors project expenses. Works closely with a wide variety of customers to facilitate the selection, modification, and maintenance of efficient applications. Management of vendor escalations, contracts, and strategic relationships, as well as the alignment of products to business needs. Provides effective presentations on a variety of project related issues, including interpreting technical data and IT terminology to department representatives, agency officials, and other non-technical personnel. Collaborates with business representatives to determine needs and identify areas of potential improvement. Monitors effective use of technology and arranges for training of user personnel in the operation of new or modified systems procedures. Provides expert line of business application/technology advice for a variety of computer system needs as the supervisor of a specific team of application and system professionals. Utilizes current Countywide and/or department specific software to complete assignments.

Minimum Qualifications

At time of application, applicants must:

1. a. Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering, or a related field of study.

b. Have had at least six (6) years of full-time work experience in one or a combination of the following: System Analysis and Design, Application Installation and Configuration, or Programming, including at least two (2) years of experience in supervisory IT project management involving commercial-off-the-shelf and/or full software development life cycle of internally developed business applications; OR

2. a. Possess an Associate’s Degree or equivalent education from an accredited college or university in Computer Science, Information Systems, Business Administration, Engineering, or a related field.
b. Have had at least eight (8) years of full-time work experience as specified in 2B above; OR

3. a. Be a high school graduate or have a certificate of successful completion of the General Education Development (GED) test.

b. Have had at least ten (10) years of full-time work experience as specified in 2B above.
