B.E.A.D. Broadband Coordinator

Salary: $26.72 - $33.39/hour, depending on experience

Do you want to be a part of the team working on South Dakota's initiative to connect every South Dakotan to high-speed Internet? Then consider joining the Governor's Office of Economic Development (GOED) as the BEAD Broadband coordinator. You will coordinate the state's Internet for All - Broadband Equity Access and Deployment (BEAD) federal grant program. You will work to expand South Dakota's broadband coverage by helping manage a large portfolio of broadband initiatives and grants by collaborating with various stakeholders. You will help find opportunities and challenges associated with our broadband efforts to increase access, adoption and advocacy.
This is interesting and very meaningful work with opportunities to meet various intriguing stakeholders and shape the broadband landscape in South Dakota. Working in state government is a rewarding experience that offers employees an opportunity to create systemic change. You will have an opportunity to develop relationships, work in conjunction with state leaders and stakeholders to develop an implementation plan and implement this plan in a coordinated effort throughout the state.
While much of the work will be completed in an office setting, travel throughout the state with occasional out-of-state travel is required. 
The Ideal Candidate Will Have:
History of project management, ability to network and build strategic partnerships, have knowledge and experience in the oversight of federal grants, initiative to establish a plan and move a project forward, strong written, verbal, and proactive communication, high level of integrity and reliability. It is preferred applicants have experience in broadband deployment concepts, digital equity and inclusion, community development, planning, and public private partnerships. A general knowledge of broadband policy, access, adoption, technology and investment. 
Knowledge, Skills, and Abilities: 
  • establish and maintain partnerships statewide around complex, multi-party, diverse stakeholder projects;
  • experience with program management including public funds and Federal Grant Programs;
  • intermediate skill level of modern software such as Microsoft products, Google Earth, Adobe, CRM/ERP, GIS, etc.;
  • work with large datasets, GIS mapping programs, demographic studies, and related data;
  • conduct outreach and provide support to people and communities most impacted by the digital divide;
  • craft and conduct public presentations/briefings on program and/or projects to key stakeholders, working groups, etc.;
  • write and submit data and narrative reports;
  • manage contracts and agreements related to broadband efforts;
  • manage projects through fruition, including the coordination and progress of consultants and contractors;
  • highly organized to handle multiple tasks, responsibilities, and competing deadlines simultaneously;
  • independently motivated with the ability to take on tasks and duties without immediate direction;
  • ability to work as a team player and collaborate both internally and externally while balancing individual accountability;
  • results oriented;
  • ability to problem solve and create innovative solutions for the greater good; and
  • ability to read and interpret complex laws and regulations.

This position is exempt from the Civil Service Act. 
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
