This position is in a civil service competitive class that is subject to examination.  Description:Position Summary: The New York City Department of Education (DOE) is the largest school system in the nation, with nearly 1.1 million students and approximately 75,000+ teachers in over 1,600 schools.
The New York City Department of Education (DOE) plans to redesign the way it manages and delivers school transportation services to public, charter, non-public, and early childhood programs and families. The redesign centers around a partnership with Via Mobility, which provides for a modern, state-of-the-art suite of transportation management technologies, including:
 
  • Real-time bus tracking and student boarding information, implemented through an inexpensive, GPS-enabled tablet running the “Bus Driver App” (a customized version of the Via Driver App), which provides drivers with turn-by-turn navigation and digitally records student boarding and alighting.
  • Real-time, sophisticated notification system connecting all stakeholders (parents/caregivers and students via app and / or text, and NYCDOE and school administrators through a dedicated web-based console). The system will provide automated updates on real-time bus location, student boarding and alighting, route changes, vehicle delays, etc. It will also allow NYCDOE administrators to initiate notifications and seamlessly communicate with drivers, parents/caregivers, and students.
  • Automated and dynamic vehicle routing optimized for traffic conditions and last-minute changes to advance and improve the student transportation experience.
 
The Senior Governance Officer will supervise the Planning and Innovation team with responsibilities including, monitoring, and managing professional staff’s deliverable work products; developing and overseeing implementation of strategic priorities; special projects, and developing communications and engagement. The Senior Governance Officer will have both internal and external facing responsibilities. Performs related work.
 
Reports to: Executive Director of Planning and Innovation, OPT
 
Direct Reports:  Project Managers and Business Analysts
 
Key Relationships: Works closely with the OPT senior leadership and central DOE offices; City agencies; and private organizations; as well as other internal and external offices as needed. 
 
Responsibilities
 
  • Develop and implement all programmatic and administrative strategies/initiatives within required timeframe according to OPT’s interests, priorities and policies.
  • Facilitate timely communication with internal and external stakeholders.
  • Build and/maintain strategic partnerships.
  • Supervise, mentor and coordinate Planning and Innovation’s professional staff and related work product such as drafting communications and undertaking supervisory and additional responsibilities as may be required.
  • Maintain accountability and quality control.
  • Develop/maintain knowledge of relevant regulatory/market developments and identify best practices in order to improve internal systems and policies with an eye toward future needs and budget realities.
  • Develop/implement the Planning and Innovation team’s work plan with professional staff, including identifying priorities, and securing required resources and approvals.
  • Develop/maintain competency in DOE and OPT organizational policies.
  • Establish and document project governance policies and processes including program charter, standard operating procedures, artifact creation and archiving, and escalation protocols.
  • Establish project specific governance frameworks as needed such as for the DOE’s Student Transportation Ridership Information and Data Enterprise System (STRIDES).
  • Prepare briefing materials, talking points, and speeches, reports and presentations to internal and external stakeholders, perform related assignments or special projects, and undertake supervisory and additional responsibilities as may be required.
  • Identify technologies that can best support Planning and Innovation’s work streams.
  • Represent Executive Director of Planning and Innovation in meetings.
 
Qualification Requirements:
 
Minimum
 
  1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
  2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
  3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and six years of experience as described in "1" above; or
  4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.
 
NOTE:  The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
 
Preferred
 
  • Managerial and project management experience.
  • Strong quality assessment and presentation skills; able to organize and present facts and figures in a clear, concise, and logical manner.
  • Excellent written and spoken communication skills, as well as an established level of comfort when presenting data to executive management.

Salary: $121,000 - $133,100 
 
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
