Job Summary
Under direction, is responsible for coordinating monthly and yearly budget downloads, researching and resolving issues related to the loading of files. Assists in the coordination of the publication of the County Executive Recommended, Categorical Analysis, Finance Committee, Program Budget and Adopted Budget books. Prepares and/or coordinates the preparation of a variety of financial reports and documents for the Board of Commissioners. Provides technical assistance to immediate supervisor, chief, and manager as well as other Fiscal Services professional staff in regard to specialized projects. Provides guidance and instruction to Senior Financial Analysts regarding the utilization of budget related systems, including screens, reports and their interpretation. Using economic forecasting and financial analytic techniques prepares short and long range budgetary projections to assess the impact of budget changes and legislative requirements. Implements and maintains departmental budgetary controls. Provides budgetary technical expertise to administrators as requested at budget and/or financial meetings. Is assigned, and has primary responsibility for one or more departments. Plans, researches, analyzes and evaluates departmental functions to determine and recommend operating and funding requirements. Works cooperatively with Human Resources Department in the analysis and recommendation of organizational structures and staffings. Prepares and submits written and oral budgetary recommendations required in the operations of County departments. Confers and assists departmental representatives in the preparation and administration of their budget programs. Makes recommendations for departmental budgets and operational systems. Utilizes current Countywide and/or department specific software to complete assignments

Minimum Qualifications

At the time of application, applicants must:   
1. Possess a Bachelor's degree from an accredited college or university with a major in Finance, Public Administration, Business Administration, Accounting, Economics, Political Science, or a related field of study.
2. Have had four (4) years of full-time work experience in financial analysis, business administration, general accounting, cost accounting, economic analysis, systems analysis, personnel administration, or related area.
NOTE: A Master's degree in one of the fields listed above may be substituted for one (1) year of the work experience described above.
NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html). The degree evaluation will be required for application processing.
3. Pass the complete examination, including the employment medical, established for this classification.
4. Successfully complete the six month probationary period.
