We’re looking for a hardworking Human Resources professional to champion relationships with customers and recruits and fill critical vacancies throughout Connecticut. If you have strong interpersonal skills and love to craft and implement recruiting strategy, this is the role you’ve been searching for! In the Department of Administrative Services (DAS), this class is accountable for independently performing a full range of professional human resources duties within a specialized service delivery team or a unit with statewide impact.


  • Perform outreach using strategic and critical thinking skills to establish partnerships with various organizations to attract talent various titles including health and human services, engineering, information technology, etc.
  • Build creative and effective job postings to engage talent for critical recruitments.
  • Constantly research and implement the latest recruitment trends.
  • Use efficient ways to shortlist evergreen jobs that produce large applicant pools.
  • Build objective and measurable referral questions.
  • Screen, refer and recommend candidates for employment.
  • Collaborate and form partnerships with Agency HR Business Partners and Hiring Managers to develop strategic recruitment strategies to fill critical positions with the most qualified people.
  • Create and implement innovative ideas to close sourcing gaps.
  • Participate in special projects toward steady state.
  • Provide recruitment related metrics and analytics for various business purposes.
  • Respond to recruitment related questions.
  • Interpret, coordinate, and maintain compliance with human resources laws, regulations, policies and procedures.
  • Track and analyze human resources metrics and practice continual improvement.
  • Apply project management skills and serve on human resources related task forces.
  • Perform organizational analysis, write job class descriptions, and research state and business needs.
  • Assist in reemployment initiatives.

  • Knowledge of: human resources management and relevant state and federal laws, regulations, policies and procedures;
  • Knowledge of: employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation and labor relations;
  • Considerable: interpersonal skills, oral and written communication skills and conflict resolution skills;
  • Ability to: analyze and balance partners need with laws, regulations, policies, procedures and collective bargaining agreements; strategically plan, including succession planning, and ability to apply innovative solutions to organizational problems.


Seven (7) years of professional experience in human resources or equal opportunity/affirmative action or labor relations management.


One (1) year of the General Experience must have been at the junior working level in human resources management.
For state employees, this is interpreted at the level of Human Resources Associate, Human Resources Generalist 1 or Equal Employment Opportunity Specialist 1.


  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 
  2. A Master's Degree in human resources management, labor relations, business administration, public administration, or closely related field or a law degree may be substituted for one (1) additional year of the General Experience.
  3. For state employees one (1) year as a Human Resources Associate or Human Resources Generalist 1 may be substituted for the General and Special Experience.


  • Bachelor’s degree conferred by starting date.
  • Experience as a recruiter or talent acquisition professional.
  • Experience with Microsoft Excel including creating formulas and analyzing data.
  • Experience or coursework preparing written correspondence with complete sentences, grammar and proofreading your work. 
  • Experience crafting content and posting on social media channels.
  • Experience relaying information to public audiences and developing metrics to assess their understanding. 
  • Experience working on multiple (more than one) tasks and meeting deadlines. 
  • Experience or coursework performing research and analyzing data. 
  • Experience following directions to complete a task.
