Roles and Responsibilities: The working title for this position is Public Assistance Officer within the Recovery Branch. This position administers and monitors the State and Federal Public Assistance Grant Programs for current disasters and any future disasters that occur. This position ensures state and federal funds are used in accordance with program guidelines and reviews and audits grant documentation. This positions requests, administers, and monitors grant funding and provides technical assistance to applicants. This position is responsible for the monitoring and final inspection reports on all eligible disaster projects. This position is also responsible for updating disaster recovery plans, to include the Public Assistance Grant and Fire Management Assistance Grant administrative plans, and for creating and maintaining catastrophic disaster plans and maintaining Recovery Standard Operating Procedures. Applicant must be available a24/7/365 for disaster/emergency operations and will support the activation of the State Emergency Operations Center, working extended shifts as necessary during the Recovery phase of a disaster. Must possess working knowledge of FEMA policies as related to the Public Assistance Grant Program. Must possess knowledge of other State and Federal disaster assistance/recovery programs. This position requires the ability to effectively communicate verbally and written with all disaster grant applicants, state and local government officials, and other state and federal counterparts. Must possess the ability to demonstrate the knowledge and skills of gathering detailed information and summarizing this information into reports and communication for others.

Experience in developing and maintaining plans. Experience in federal grants. Experience in developing and monitoring grant projects. Knowledge of grant and budget transactions. Ability to understand and correctly interpret written guidance and policy documents. The proven ability to communicate verbally and conduct public briefings/presentations. Geographic Information System (GIS) knowledge and experience.

Summary
The Arkansas Department of Emergency Management (ADEM) Program Coordinator administers program specific state and federal grant assistance programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Reviews documentation, monitors eligible funds, and distributes funds on eligible projects. Works with disaster applicants and other state and federal agencies to obtain grants. Completes daily and weekly progress reports. Oversees the administration of program specific state and federal grant/assistance programs. Ensures that program specific state and federal grant/assistance programs are in compliance with all laws, regulations, policies, and program guidelines. Reviews all FEMA policies as related to grant/assistance programs. Monitors, closes, audits, and reconciles grant/assistance records. Updates grant administrative plans annually. Conducts training for local and county emergency management officials. Performs other duties as assigned.

This position is subject to 24-hour on-call duty in the event of an emergency or disaster.

Ability to establish and maintain effective working relationships with associates, staff, public officials, civic and community groups, and the general public. Ability to prepare and interpret financial reports and statements. Ability to plan and prepare necessary quarterly progress reports.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in public administration, business administration, or a related field; plus four years of experience in program organization and administration. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

All ADEM positions are designated as safety sensitive in which a person performing the duties of their positions while under the influence of alcohol, marijuana, or other controlled substances may constitute a threat to health, safety, or handling of confidential information. As allowed by law, all prospective employees who receive a conditional offer of employment are required to submit to a drug test. Refusal to take the drug test or results that indicate a presence of illegal drugs or prescription drugs for which the individual has no prescription will be the basis for precluding the individual from employment. Additionally, employees are subject to random drug and alcohol tests as a condition of continued employment.
 
This position has a mandatory 6-month probationary period. This position also requires mandatory 5% contribution to the Arkansas Public Employees Retirement System.
