Program Administrator, Fellowships and Faculty

As part of its expanding team, the Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) is seeking an experienced Program Administrator for Fellowship & Faculty who will support the fellows and faculty affiliated with the Center.    
 
The Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service. We envision creative, ambitious, and outcomes-driven governments that facilitate joyful lives for people and their communities. In 2021, the Center was born of an expansion of the long-standing partnership between Bloomberg Philanthropies and Johns Hopkins University as part of the growing focus on public sector innovation.
 
The Program Administrator for Fellowships and Faculty will work within the Center’s Academic Practice, reporting to the Academic Director and working closely with Center staff. The Academic Practice brings world class research and students into city halls worldwide and helps government leaders find effective, evidence-based solutions through the application of public sector innovation, digital transformation, and civic engagement.     
 
This role will help manage programs that promote research in the field of public sector innovation by supporting the Center’s fellows and affiliated faculty. This includes the Bloomberg Public Innovation Fellows program that provides leading civic innovators from around the world an opportunity to reflect on their practice, develop public innovation knowledge, and contribute to Center programming.
 
The Program Administrator will work with the fellows on the implementation of their research agenda and related activities, including organizing research seminars, supporting speaking and media engagements, and facilitating fieldwork. Likewise, the Program Administrator will support Center-affiliated faculty members, assisting in the execution of Center-level research grants, coordinating the development of a research collaborative, and managing Center-sponsored research activities related to this cohort of faculty. Additionally, this position will ensure that the fellows and faculty program meets its targets and milestones and prepares materials for progress reports. As this is a newly-launched program, the Program Administrator will also be a contributor to a foundational research agenda around the emerging field of public sector innovation.   
 
The Center is committed to addressing structural and entrenched racism and recognizes the public sector’s role in perpetuating these legacies. The Program Administrator must be willing to think about reimagined government, knowledge, and engagement models through the lens of dismantling these legacies.
 
Specific Duties & Responsibilities:
Partnership/Client Coordination and Management
  • Manage relationships and coordinate activities with diverse partners including internal teams, JHU schools and divisions, philanthropic organizations, NGOs, and governments.
  • Balance external partner requests with internal capacity and coordinate timelines across projects.
  • Act as a liaison across all areas to ensure effective and efficient goals, scope, progress, and completion of projects.
 
Program/Project Coordination
  • Manage day-to-day operations of the Bloomberg Public Innovation fellowship and faculty research collaborative programs
  • Monitor, coordinate and support fellow and faculty research project activities, outputs, and progress towards anticipated results of translating practice into knowledge in the form of case studies, journal articles, and other public-facing materials
  • Schedule and organize program meetings and conferences (including symposiums, workshops, research seminars, and other fellowship and research convenings)
  • Manage Center research grants, including budget development, account maintenance and oversight, and reporting, in coordination with the Center’s financial analyst
  • Develop and execute a public innovation research agenda for the Center
  • Support the development of new and cutting-edge programming in the field of government innovation.
  • Liaise and coordinate with program partners, JHU stakeholders, city leaders, Center leadership, and other Center practice areas in support of faculty and fellows.
  • Prepare reports, summaries, presentations, and other work products for dissemination to the Center’s leadership and external partners.
  • Manage relationships and coordinate activities with diverse partners including internal teams, philanthropic organizations, NGOs, and government.
 
Other Duties    
  • Foster and contribute to a forward-thinking and service-oriented culture of integrity, respect, and equity in action.
  • Perform routine administrative functions as needed, including scheduling and document management.
 
Minimum Qualifications (Mandatory):
  • Bachelor’s Degree required.
  • Additional education may substitute for required experience and additional experience may substitute for required education to the extent permitted by the JHU equivalency formula to the extent permitted by the JHU equivalency formula.*
 
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications:
  • Master’s Degree, preferably in Public Policy, Urban Planning, Political Science or related field.
  • Experience in program coordination or project management in an academic setting.
  • Demonstrated effectiveness in coordination with subject matter experts.
  • Proven track record of managing all aspects of successful research projects throughout their lifecycle.
  • Ability to manage multiple projects and calendars simultaneously and meet tight deadlines.
  • Superior organizational skills and ability to set priorities and respond quickly as priorities change.
  • Strong interpersonal skills with an ability to build good relationships with peers and to interact with diverse stakeholders, including faculty and high-level government leaders.
  • Excellent presentation and writing skills.
