Facilities Engineer

Description/Distinguishing Features
The Facilities Engineer is responsible for overseeing the city-wide facility maintenance of 68 city owned structures and the downtown snowmelt system. The Facilities Engineer is responsible for planning, organizing, and managing of the Citywide Maintenance group. Duties include: supervising staff; planning and developing mission and goals for the group; coordinating, developing, implementing, and monitoring the capital and operational budget; managing operation of the division; handling labor relations activities; preparing recommendations to the City Commission; supervising the preparation of a variety of reports; administering day-to-day requisition and purchase order system for purchasing division; serving as a division or department liaison or spokesperson to other City departments.

  • Supervises subordinate personnel to include: analyzing, scheduling, and assigning projects and daily work programs; determining staffing requirements; coordinating training; providing guidance and technical assistance to personnel; completing performance evaluations; and, interviewing and hiring new personnel. 
  • Troubleshooting and/or providing guidance to repair/replace various mechanical systems
  • Establish project plans (scope, schedule, cost estimates, procurement/contracting strategy, project acceptance criteria, etc.) for facilities related projects.
  • Manages operation of a department function by: managing long-range and short-range projects; implementing marketing strategies to promote division or department; establishing policies and practices including creating and reviewing SOPs. 
  • Plans, develops, and monitors mission and goals for all City building facility needs which includes: researching current trends; analyzing and determining future needs and direction; setting project priorities; identifying resources; and, tracking and reporting on accomplishments. 
  • Coordinates, develops, implements, and monitors department or division business plan and budget which includes: coordinating and implementing capital improvements; monitoring expenses and revenues; recommending funding levels; and, reviewing financial reports, budgetary transfers, and overtime usage. 
  • Administers daily requisition and purchase order system which includes preparing bid documents and ordering supplies, equipment, and services. 
  • Supervises the preparation of a variety of reports to include overseeing collection of data, establishing presentation format, and ensuring required reports are completed and submitted on time. 
  • Serves as a liaison or spokesperson to other City departments by attending meetings and providing assistance with questions.
  • Performs other related duties, as assigned.

Acceptable Training and Experience
  • Bachelor’s Degree in Engineering, Public Administration, Business Administration, Urban Planning, or related field; 
  • Professional Engineering Registration or PMI, CFM, FMA certifications and/or LEED Accredited Professional Designation preferred.
  • Five years of progressively responsible supervisory, facilities management, public utilities, or related experience; 
  • Or any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
