Senior Manager Web Application Development

We are a team of planners, economists, researchers, data scientists, and geospatial analysts and we are looking for a Project Manager to join our team. We are also long distance runners and walkers, National Park enthusiasts, gardeners, bird watchers, lawn lovers and Kan Jam experts. 

As our Senior Manager for Web Application Development you will shape and contribute to highly visible products that advance our ‘land for people’ mission, including ParkScore, ParkServe, the National Conservation Easement Database, and customized decision support tools. You will be responsible for managing the project life cycle of all GIS web mapping applications including scoping, design, development, testing, deployment and management. This includes collaborating with colleagues across the Research and Innovation, Marketing, Policy and Government Affairs, and Field Program teams, and managing external consultants. You will also advance our data visualization capabilities, helping identify the best opportunities to use programming expertise and data analysis to visually depict information accurately and in ways that are accessible, engaging, innovative and relevant to target audiences. 

Location: Santa Fe, NM preferred; open to other TPL office locations. (All staff are working remotely during Covid until further notice.)

Essential Functions

Web Applications Development: Utilize ESRI’s ArcGIS client and server software applications to publish and consume web services, site and geospatial analytical tools. Develop and maintain client ESRI ArcGIS web applications and services with JavaScript, HTML, web scripting and SQL programming. Manage GIS databases and services to support web mapping applications. Design and create wireframes, mockups, and prototypes to demonstrate concepts. Some integration with AGOL and Portal. Assists in the development of creative GIS solutions for use of internal staff and external partners.

Design and develop customized, data-driven web-based applications. Help define application objectives by analyzing user requirements and envisioning system features and functionality. Design and develop user interfaces by setting expectations and feature priorities throughout development lifecycle. Administer and maintain ArcGIS for Server platform. Develop mash-ups with other web technologies. Manage and configure IIS web server. Create and maintain technical specifications for web-based products and services.

Construct custom views into complex data-driven aspects of the organization. Work in close collaboration with Marketing, Field, Policy and Government Affairs departments to understand audience needs related to data and build prototypes and pilot applications that test experimental approaches to visualizing and understanding organizational datasets. 

Management: Manage web design, database administration and programming contracts and contractors. Work with internal GIS team to support and track GIS-related projects across the organization. Manage and maintain organizational Git Hub repositories including pull requests, review and testing of application codebase. Assist in the use and maintenance of the GIS database and other information retrieval systems to help track program work. Assist in the development of GIS program standards, systems and protocol for workflow, system design, implementation, management and quality control standards. Assists in development of outreach materials including factsheets, website content, slide shows and exhibit materials.
 
Outreach and Analysis: Convey, and build others’ capacity to convey, complex, technical project components and data to non-technical/non-GIS staff and partners by designing, building, and maintaining periodic reports, dashboards, interactive charts, graphs and other tools utilizing Google Analytics, R, Python, Tableau and other reporting and visualization tools. Support TPL’s thought leadership through the wielding of original datasets, collaborative research and interactivity to explore complex topics related to TPL’s mission.

System Management: Manage and oversee web and GIS application server infrastructure, including the setup of virtual machines, software installation, system configuration and tuning, troubleshooting and problem resolution.
 
Required Qualifications:
  • Bachelor degree required in geography, GIS, computer science, or a related field
  • Minimum 4 years of progressive GIS experience 
  • Excellent oral, written communication skills and analytical skills
  • Attention to detail, organization, diligence and commitment to excellence
  • Ability to work under deadline pressure on multiple projects
  • Ability to work on complex assignments exercising good judgment and taking initiative with little supervision
  • Knowledge of and ability to utilize GIS resources available to GIS professionals
  • Expertise in online mapping and data visualization
  • Management of, and publishing to, ESRI Suite of ArcGIS Server Services
  • Javascript, HTML5, and ESRI Javascript API
  • Web GIS concepts and technologies
  • SQL Server setup and administration
  • Bootstrap, Dojo, and other modern HTML\CSS\Javascript frameworks

Preferred Qualifications:
  • UX (user interface) design or ability to manage GIS web designer team
  • Python, AJAX, PHP, Java and other server side technologies
  • Tableau
  • Git and other Atlassian version control tools
  • ArcGIS Online administration
