Job Title: GIS Analyst I / II - Real Estate Enterprise Systems Implementation (Level determined by experience)
Department: Geospatial Systems / Federal Solutions Division
Employment Type: Full-Time
Salary Range: $70,000 – $85,000 / year (dependent on experience and level)
Location: 100% Remote (U.S. based)
Clearance Requirement: U.S. Citizenship required; must be able to obtain and maintain a Federal Public Trust clearance (NACI background check). 

Position Summary

We are seeking an innovative and forward-thinking GIS Analyst I or II to support a major modernization initiative for the U.S. Army Corps of Engineers (USACE) Real Estate Directorate. This is a unique opportunity to help design, build, and deploy an enterprise ArcSDE geodatabase from scratch to manage USACE real property assets, civil works boundaries, easements, and land acquisitions. 

In this fully remote role, you won't just maintain an existing system—you will help lay the groundwork. You will assist in standing up the initial SDE schemas, migrating legacy tabular and shapefile data, and building the entire front-end ecosystem of web maps, ArcGIS Survey123 field data collections, and highly interactive ArcGIS Experience Builder portals that will serve as the Directorate's primary operational interfaces. 

Key Responsibilities by Level

GIS Analyst I (Entry-Level / Junior Implementation)

  • Geodatabase Building & Data Migration: Assist in constructing the new ArcSDE enterprise geodatabase structure in ArcGIS Pro; clean, format, and migrate legacy Excel sheets, CAD files, and shapefiles into structured SDE feature classes. 
  • Front-End Ecosystem Deployment: Build and publish the initial layer of ArcGIS Online/Portal web maps, configuring clean pop-ups and layer hierarchies. 
  • App Configuration: Set up user-friendly ArcGIS Survey123 forms for field asset tracking and basic ArcGIS Experience Builder apps for internal real estate dashboards. 

GIS Analyst II (Mid-Level Implementation & Design)

  • Schema & Architecture Design: Collaborate on defining the core SDE geodatabase schema, establishing domains, subtypes, and attribute rules to enforce data integrity from day one. 
  • Advanced Web Application Engineering: Architect multi-page, secure data portals in ArcGIS Experience Builder incorporating complex filtering, custom queries, and advanced Arcade expressions for real estate tracking. 
  • Mobile Workflows & Data Pipelines: Design relational ArcGIS Survey123 forms (using XLSForms syntax) that cleanly feed incoming real estate data straight into versioned SDE environments. 
  • Process Standards: Write the data dictionaries and standard operating procedures (SOPs) that will govern the new system moving forward. 

Required Qualifications

  • Education: Bachelor’s degree in GIS, Geography, Computer Science, Land Management, or a related technical field (or equivalent specialized GIS certification). 
  • Experience: 
    • Analyst I: 0 to 2 years of GIS experience showing a strong aptitude for data cleanup, formatting, and web app creation. 
    • Analyst II: 2 to 4+ years of professional GIS experience, with a proven track record of migrating data or setting up data schemas. 
  • Technical Software Proficiency: 
    • Strong working knowledge of ArcGIS Pro, with exposure to geodatabase design concepts (domains, subtypes, topology). 
    • Proven experience building interactive web applications using ArcGIS Experience Builder. 
    • Experience configuring smart data forms via ArcGIS Survey123. 
    • Conceptual or practical familiarity with relational databases and Enterprise Geodatabases (ArcSDE). 
  • Work Environment: High self-motivation and communication skills necessary for a 100% remote workspace building a system from the ground up. 

Preferred / "Nice-to-Have" Qualifications

  • Prior experience working with federal real property databases, parcel datasets, or land survey records (COGO). 
  • Familiarity with the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE) schema framework. 
  • Basic knowledge of relational database systems (RDBMS) such as SQL Server, PostgreSQL, or Oracle. 
  • Prior experience supporting the Department of Defense (DoD), USACE, or other federal resource agencies.
