HR and Payroll Manager

Job Description

 

 

Role Purpose

The HR & Payroll Manager supports the talent acquisition and retention of CAMP. This role will create an employee-centered HR function that supports growth while also maintaining compliance and accurate payroll management. They will lead onboarding and the full employee lifecycle, administer payroll and benefits, and align processes across HR and payroll.

 

 

Reporting & Team

  • Reports to: Executive Director and Director of Operations
  • Supervises: HR/Finance assistants, interns, or contracted support
  • Collaborates with: Operations/Finance team, Program Managers, Site Coordinators, and external vendors (payroll, benefits, CPA)

  1. HR Excellence: Effective onboarding through offboarding with complete and compliant employee files; systems and policies that strengthen the employee lifecycle.
  2. Employee Experience: High satisfaction ratings in annual staff surveys regarding HR, payroll, and benefits support.
  3. Payroll & Benefits: On-time payroll and benefits administration, with discrepancies resolved within 3 business days.
  4. Compliance: On-time filings (IRS 990, W-2/1099, state reports, benefit renewals) 

 

 

Core Responsibilities

1) Human Resources Management

  • Lead onboarding and offboarding (offer letters, I-9, W-4, direct deposit, background checks, training).
  • Maintain personnel files in compliance with federal and state law.
  • Track performance reviews and professional development plans.
  • Develop and implement HR systems, policies, and processes as needed.
  • Partner with leadership to foster a positive workplace culture.
  • Uphold compliance with labor laws (FLSA, FMLA, EEOC, ADA, FERPA as applicable).

2) Payroll & Benefits

  • Administer payroll via ADP/BambooHR; manage PTO, overtime, and stipends.
  • Oversee benefits (health, retirement, etc.), including open enrollment and vendor relations.
  • Ensure accurate reporting of taxes, W-2s, 1099s, and contractor payments.
  • Provide timely employee support on payroll and benefits.

3) Compliance & Risk Management

  • Prepare for and support annual audits.
  • File HR compliance reports on time (IRS, DOL, state).
  • Ensure insurance, licenses, and registrations are current.

4) Reporting & Communication

  • Provide clear, timely updates to ED, and program leads.
  • Submit weekly HR/Payroll highlights.

 

 

Required Qualifications

  • Bachelor’s degree in HR, Accounting, Finance, or related field (Associate’s + significant experience considered).
  • 3–5 years combined HR and finance experience in nonprofit, education, or small/midsize orgs.
  • Strong knowledge of HR law, GAAP, nonprofit compliance, and grant fund management.
  • Excellent interpersonal skills with the ability to balance confidentiality and compliance.

 

 

Preferred Certifications 

  • SHRM-CP or SHRM-SCP (Society for Human Resource Management)
  • CEBS or GBA (Certified Employee Benefits Specialist / Group Benefits Associate)
  • Proficiency in QuickBooks Online, ADP, BambooHR, Microsoft/Google Workspace.

  • Platforms: QuickBooks Online, ADP, BambooHR, Excel/Google Sheets, Monday.com, Copper CRM.
  • Skills: HR administration, payroll, benefits, bookkeeping, compliance, audit prep, reporting, problem solving.
