Evaluation Analyst Consultant

Position Title: Evaluation Analyst Consultant, GIS Mapping for Improving Health Outcomes

We anticipate an average of 30-40 hours per month and for the consultancy to run through February 28, 2027

CAI is seeking an Evaluation Analyst Consultant skilled in Geographic Information System (GIS) mapping and other data visualization techniques to support a HRSA-HAB – funded multi-state HIV initiative. The Evaluation Analyst will develop GIS and data visualization tools to support the design and delivery of technical assistance. Resources developed will support select state Ryan White Program leaders, staff, and local partners in describing system of care, PWH who are out of care, identify gaps, and design strategies to work across systems to improve linkage to and retention in care for PWH out of care. The Analyst may also support evaluation activities such as quantitative data analysis, development of data dashboards, and implementation of surveys and evaluation plan activities across CAI’s broader public health portfolio.

MAJOR TASKS AND RESPONSIBILITIES (include, but are not limited to):

  • Contribute to the team’s work to research public data sources and datasets to include in maps, and ensuring data is entered, transferable, and formatted for ArcGIS use
  • Utilize ArcGIS Online and related ESRI tools to store, analyze, visualize, and interpret geographic and epidemiological data 
  • Produce base maps and conduct spatial analyses 
  • Support internal project teams in interpreting and applying mapped data to action plan development and decision-making
  • Develop and refine data visualization products (e.g., data dashboards, visual reports) for reporting and decision-making 
  • Refine and update maps continuously based on feedback from clients and internal leadership
  • Leverage use of “Story Maps” by programming base maps in this application for the in-person convening meetings for each client
  • May also assist with development, implementation, and data collection associated with other projects’ evaluation approaches such as evaluation surveys and needs assessments; and data collection and analysis 

MINIMUM EDUCATION, EXPERIENCE AND OTHER SKILLS REQUIRED:

  • Master’s degree in health/social sciences, public health, or comparable field 
  • Demonstrated proficiency with ArcGIS Pro or Online (ESRI suite of tools) or comparable mapping software
  • Demonstrated proficiency in using data visualization tools and techniques to translate complex data into visual contexts (charts, graphs, maps) to identify trends, patterns, and outliers. 
  • Experience designing and implementing program evaluations, including quantitative/qualitative data collection, analysis, and reporting
  • Experience with database management, analysis, and reporting skills; proficiency in Excel and at least one statistical software (e.g., R, SAS, STATA)
  • Knowledge of data visualization and use of Tableau, Power BI 
  • Strong attention to detail and working in a collaborative team 

PREFERRED QUALIFICATIONS:

  • Experience with HIV surveillance data, RWHAP reporting, or CDC data systems
  • Familiarity with ArcGIS StoryMaps or similar narrative mapping tools
  • Experience with databases and software including MaxQDA, REDCap, or Alchemer (or comparable survey tool)
  • Familiarity with implementation science frameworks (e.g., EPIS, CFIR, RE-AIM) and their application to public health program evaluation and TA

Compensation:

The hourly rate for this role is $75- $100 depending on experience.
