Position Overview
The Weatherization Policy Manager within the Office of Community Assistance serves as the strategic leader and policy expert for the Illinois Home Weatherization Assistance Program. By staying informed of federal policy changes and maintaining active engagement at the national level, the Policy Manager ensures that Illinois remains fully compliant with all Weatherization Program statutes, rules, and memoranda.
The ideal candidate brings extensive experience in the Weatherization Program, strong analytical skills, and the ability to identify and implement policy decisions that help keep Illinois among the top Weatherization Programs in the nation. Essential Functions
- Under the administrative direction of the Office of Community Assistance Deputy Director, plans, directs, and evaluates the operations of Weatherization Program services.
- Assesses federal policy and guidance as it relates to the annual submission of the State Weatherization Plan.
- Implements and maintains software systems that support the Weatherization Program's operational and reporting needs.
- Collaborates with external energy‑efficiency program providers and community organizations to strengthen and expand Weatherization Program services.
- Provides strategic and operational support to the Weatherization Division Manager in the development, implementation, and evaluation of program initiatives to enhance energy‑efficiency services and ensure compliance with federal and state regulations.
- Serves as a working supervisor, providing direction, oversight, and support to assigned staff.
- Provides direct oversight of Weatherization Training Providers to ensure efficient and effective training of Weatherization Network staff.
- Performs other duties as required or assigned that are reasonably related to the responsibilities outlined above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Specialized Skills
- Requires a minimum of five (5) years of experience interpreting federal and state statutes, policies, rules, and memoranda as they apply to the Weatherization Program.
- Requires a minimum of five (5) years of experience writing the Illinois Home Weatherization Program Field Standards, Operations Manual, and Procurement Policy.
- Requires a minimum of five (5) years of experience preparing the Illinois State Weatherization Plan for submission to the U.S. Department of Energy.
Preferred Qualifications
- Prefers a minimum of five (5) years of experience interpreting federal and state statutes, policies, rules, and memoranda as they apply to the Weatherization Program.
- Prefers a minimum of five (5) years of experience writing the Illinois Home Weatherization Program Field Standards, Operations Manual, and Procurement Policy.
- Prefers a minimum of five (5) years of experience preparing the Illinois State Weatherization Plan for submission to the U.S. Department of Energy.
- Prefers five (5) years of experience in data analytics related to the Illinois Home Weatherization Assistance Program.
- Prefers five (5) years of knowledge and experience with energy‑assistance programs, particularly weatherization services for low‑income housing.
- Prefers five (5) years of experience in grant management and monitoring.
- Prefers advanced‑level experience using spreadsheet software, document‑creation tools, email platforms, and cloud‑based
Conditions of Employment
- Must have completed, or be able to complete, the Illinois Home Weatherization Assistance Program Training and Certification Program (TCP), a 10‑week training.
- Requires possession of a valid driver's license and the ability to travel for work duties, including overnight travel when necessary.
- Requires the ability to attend seminars, conferences, and trainings to remain current on industry methods, tools, and best practices relevant to job responsibilities.
- Overtime is a condition of employment; employees may be requested or required to work scheduled, unscheduled, or last‑minute overtime, including evenings and weekends.
- Requires successful completion of a background check and self‑disclosure of criminal history.
- This position meets the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, which requires filing a Statement of Economic Interest with the Office of the Secretary of State. These filings are public records available for examination and copying.
- Employees required to file a Statement of Economic Interest must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as required by Executive Order 15‑09. Fines and penalties apply for late filings.

This position meets the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, which requires employees to file a Statement of Economic Interest. Under the Act (5 ILCS 420/4A et seq.), certain state officials and employees must file annual Statements of Economic Interest with the Office of the Secretary of State.
