DHSES Program Administrator 1/Trainee 1/Trainee 2 (NY HELPS)

The incumbent of this position will provide programmatic support to the Office of Disaster Recovery.

Duties include but are not limited to the following:

• Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs and grant administration. Acts as a resource and shares knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants.

• Understand federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.

• Understand program policy and priorities in support of DHSES Disaster Recovery Programs goals.

• Monitor FEMA program deadlines and reporting requirements. Communicates regularly with FEMA, state, local, voluntary, not-for-profit organizations, management and colleagues with guidance to on Disaster Recovery Programs objectives, strategies, rules, and regulations.

• Facilitate, participate in, and deliver trainings and workshops to inform and educate on Disaster Recovery Programs in a wide variety of professional forums to applicants, peers, elected officials, local and non-profit organizations.

• Deploy to the field and field offices as needed for damage assessments, coordination and preparation for preliminary damage assessments, and administration of Recovery programs.

• Participate and contribute in discussions and monitors trends on policy and program changes and the implications.

• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.

• Attend meetings with FEMA, state agencies, and applicants as needed.

• Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.

• Collect, analyze, and apply disaster data, guiding mitigation efforts to align with needs. Tracks the progress of Disaster Recovery Programs projects to determine risks and needs.

• Write status reports as well as program and financial letters keeping multiple audiences appropriately updated on projects and communicating necessary next step actions.

• May supervise permanent, temporary and contractor staff and perform all affiliated supervisory duties.

• Perform other duties and special projects as required.

• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.

• Travel may be required, including during evening and weekends, approximately 15% depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
