The Program Director of the Veteran Services Center oversees the university's veteran certification program, which enables over 1,000 veterans per semester to use their earned GI Bill® benefits. The position is responsible for maintaining the university's compliance with the Department of Veterans Affairs and with the Department of Defense, and works closely with veteran and military serving partners on and off-campus to enable veteran and veteran-affiliated students to succeed.
Job Summary/Basic Function:
Direct the operations of the Veteran Services Center, including the strategic development and oversight of all major veteran service programs. Provide professional leadership and management in the supervision and implementation of the Veterans Student Support Services program.
Department Overview:
The Veteran Services Center assists Veteran students making the transition from the military to university life.
Level Scope:
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages experienced professionals who exercise latitude and independence in assignments. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and campus wide goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes, projects and tactics within one area.
Essential Functions:
60% of the Time, the Veteran Services Program Director:
• Directs and supervises unit operations to ensure compliance with federal, state, and university policies, procedures, and defined internal controls.
• Ensures accountability and stewardship of campus resources (operational, financial, and human) in compliance with departmental standards and procedures.
• Direct, supervise, train, develop, and evaluate all VSC employees, ensuring compliance with VA guidelines.
• Address internal audit findings.
• Direct, develop, and coordinate strategies and programs to assist with the enrollment, retention, graduation, and employment of Veterans, service members, dependents, and survivors.
• Responsible for support in writing Veterans - TRIO Student Support Services grants, with possible additional grants written that fit within the University's goals of retention, good standing, and graduation of Veterans.
• Submit Annual Performance Reports to the U.S. Department of Education
• Develop awareness programs and workshops to educate faculty and staff on Veteran issues as they relate to higher education.
35% of the Time, the Veteran Services Program Director:
• Liaise and coordinate with statewide and regional veterans service agencies as well as organizations providing benefits or direct service to veterans.
• Maintain the University's Memorandum of Understanding (MOU) with the Department of Defense (DOD). Ensure compliance by updating online portals for military Tuition
• Assistance with grades, graduations, online catalogs, and programs for the Air Force, Army, and Navy.
• Participate in at least 40 hours per year dedicated to helping with broad divisional or institutional programs or initiatives that may be outside the department, such as Move-In Day, Welcome Week, Parent & Family Weekend, Bronco Day, Commencement, Food Pantry, or other university service, workgroups, or projects.
• Act as a school certifying official during the declaration cycle.
5% of the Time, the Veteran Services Program Director:
• Performs other duties as assigned.
Knowledge, Skills, Abilities:
• Demonstrated knowledge of veteran affairs/services
• Excellent organizational, interpersonal, written, and oral communication skills.
• Ability to present information effectively to senior-level campus management, public groups, and/or boards of directors.
• Grants administration experience.
• Experience with developing and maintaining partnerships with various communities
• Background in financial aid, admissions, and basic skills curriculum design.
• Previous experience working with low-income populations and or veterans.
Minimum Qualifications:
Bachelor's degree or equivalent plus 5 years experience, including 1 year managerial experience
Preferred Qualifications:
• Master's degree in a field relevant to the role, such as education, public administration, military science, social work, or similar.
• Prior military and/or federal government agency service.
• Experience in grant applications and/or management.
