Program Director
- Provides comprehensive clinical supervision to day services staff in following and carrying out the prescribed interventions and activities for assigned individuals. Audits and reviews work being accomplished, providing direction, guidance, and counseling as may be required. Discusses problems and solutions, providing directions and changing schedules based on program needs. May work with professionals to establish the department and individual goals as a way of determining procedures to be followed.
- Overall responsibility for service units assigned, in the absence of a fellow director or the director of day services assumes a leadership role in the coverage of additional services.
- Carries out a broad range of supervisory leadership functions including employment activities, orientation, and training of new employees; completes performance appraisals, training and coaching, motivation, communications, and other activities, as part of oversight for the department. May be required to attend job fairs in conjunction with Human Resources to recruit new employees.
- Monitors compliance with training requirements for staff in conjunction with Human Resources and the Training Department. Develops training modules specific to the needs of the staff and departments and implement them as needed. Facilitates agency-wide training to ensure staff is up to date with required services.
- Facilitates intake and admissions within the department and in conjunction with CLS, Nursing, the Behavior Support Team, QA, and Finance. Completes the intake process with individuals, families, and care managers and sends required documentation to the funder, following up on status as indicated. May be required to enroll the individual into Choices and complete all documents as required by OPWDD.
- Oversees the development of curriculum, schedules, and volunteer participation. Conducts staff meetings to discuss new policies, and approaches, and to review incidents and experiences to improve the effectiveness of the department staff. Write, review, and certify staff action plans as needed. May chair team meetings.
- Problem-solves staffing coverage with supervisor/team leader including transportation based on the program needs.
- Participates in a broad program of quality assurance. Carries out quality control which may include attending Incident Review Meetings, Health, and Safety Meetings, and discussions with agency professionals. Review policies, procedures, compliance, and other related activities as advisable or when necessary to achieve quality assurance objectives. Follow up on incidents as required and respond to Corrective Action Plans.
- Participates on agency-wide committees for cross-divisional development of programs/services and development of agency policy and or procedures.
- Ensures that the program charts are reviewed to assure compliance with the regulations, and agency policies and procedures. May work with staff to improve performance and effectiveness and to ensure program goals are being attained. Implement quality indicators and oversee compliance.
- Responsible to ensure the accuracy of administrative and record-keeping functions, including maintaining time and attendance, petty cash, other program purchases, and billing procedures.
- Develops, writes, recommends, and implements the adoption of new departmental and interdepartmental policies and procedures pertinent to the work performed by the department. May work with the Foundation Department to secure grants and marketing for the department.
- Represents the agency at outside agency meetings on professional matters related to the improvement of services, trends, and developments in the field; may discuss experiences and accomplishments from Jawonio. May present in-services or share discussions and results of outside meetings with agency staff. May represent the Director of Day Services at meetings and conferences as needed.
- Researches and participates in conducting program development and other in-service activities and programs. May make presentations, lead discussions, or schedule employees for other activities. Conducts unit and department staff meetings to discuss new policies, and approaches, and to review incidents and experiences to improve the effectiveness of the department staff.
- Liaison between other departments and outside agencies to allow smooth operations of the agency to ensure that the individual's needs are met.
- Conducts community outreach and attend transition fairs for referrals for services. Will engage in a variety of public relations and advocacy-oriented activities that may require travel out of the county.
- Will communicate with families and/or advocates regarding concerns and challenges providing support, education, and direction.
- Resolution of billing rejections with the finance department, families, and care managers.
- Maintain safe, orderly work area and work practices.
- Maintains continual contact with professionals inside and outside the agency, government and regulatory representatives, and others with operational relationships with the agency. Maintains contact with families, individuals, and others involved with the day-to-day operation of services.
- Serve as the primary liaison with Facilities for all building-related maintenance and repair needs
- Coordinate repairs and ongoing maintenance for elevators, HVAC (heating and air conditioning) systems, CCTV cameras, plumbing, automatic doors, and gates
- Monitor and address building operational issues to ensure a safe and functional environment
- Act as point of contact for tenants occupying rental space within the building, addressing facility-related concerns
- Plan, conduct, and oversee fire drills to ensure compliance with safety regulations and emergency preparedness
- Oversee pantry operations, including organization, stocking, and general upkeep
- Performs other duties as required.
Nonessential Elements:
- May coordinate and ensure compliance with regulations of multiple programs such as pre-vocational services, respite, community habilitation R, and day habilitation without walls.
- May be responsible to oversee various operations such as transportation, vehicle management, calling for repairs, fire, and emergency drills.

Education/Experience:
Master’s degree in vocational rehabilitation counseling plus five years’ experience, or master’s degree in human services field plus 5 years experience in day services setting; 3 years of supervisory experience; OPWDD and ACCES-VR qualifying criteria as indicated.
Language Ability:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write comprehensive reports and documentation. Ability to speak effectively before groups of customers or employees of the organization.
Math Ability:
Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills:
To perform this job successfully, an individual should know MS Word, Excel, and internet software.
Certificates and Licenses:
Certification and/or Licensure in a professional capacity.
Supervisory Responsibilities:
Supervises 40+ staff. Carries out supervisory responsibilities by the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, and scheduling staff and directing work, appraising performance; addressing complaints and resolving problems and generating Plans of Corrective Action to address issues needing improvement.

Additional Requirements:
- A valid NY State Driver’s License and ability to drive and driving record acceptable for agency insurance coverage are required.
- Remain current in all OPWDD and/or OMH, as well as agency-required training
- Candidates must be cleared and maintain acceptable records under the NYS OPWDD and/or OMH-mandated criminal background check process.
- Must be clear and maintain an acceptable record under the Medicaid Fraud & Abuse clearance process.
- CPR, and First Aid training before completion of the evaluation.
- Medication Certification (including G-tube, Insulin, and other subcutaneous injections) may be required as indicated by site location.
- SCIP training may be required, as indicated by site location.
- American Sign Language may be required, as indicated by site location.
