Accounting Manager

ACCOUNTING MANAGER
 
DEPARTMENT: Accounting and Payroll
 
      TERMS OF EMPLOYMENT: 12 months (230 days)   
 
SALARY:  Based on Bulloch County Schools salary/supplement schedule
 
FLSA STATUS: Exempt
 
REPORTS TO:  Chief Financial Officer

POSITION SUMMARY:
This position will be responsible for assisting the Chief Financial Officer (CFO) for the oversight and management of the accounting and payroll department.  This position requires the ability to maintain tight deadlines and manage a variety of accounting tasks including, but not limited to, general ledger preparation, financial reporting, year-end audit preparation, and support of budgeting and forecasting activities.  The Accounting Manager is also responsible for developing and maintaining accounting principles, practices, and procedures to ensure accurate and timely financial statements.
 
 
REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in Accounting or CPA license. 
  • Three years of professional experience in accounting.
  • Experience working with a diverse group of people.

PREFERRED QUALIFICATIONS:

  • Experience supervising staff.
  • Possesses a thorough understanding of the financial reporting and general ledger structure of school system accounting and experience working in a Georgia school system or related agency.
     
    DUTIES AND RESPONSIBILITIES:
  • Responsible for overseeing the payroll process to ensure that it is complete in an accurate and timely manner.
  • Responsible for overseeing the accounts payable process to ensure that it is complete in an accurate and timely manner.
  • Responsible for overseeing cash collections and safekeeping in an accurate and timely manner.
  • Responsible for the oversight and management of the bank reconciliation process.
  • Responsible for maintaining fixed assets inventory and all related processes.
  • Responsible for all treasury management functions.
  • Responsible for the oversight and management of internal audits of the school activity accounts.
  • Responsible for the annual training for school bookkeepers and departmental administrative assistants.
  • Assists CFO with preparing the annual budget.
  • Assists CFO with the accurate and timely reporting of all monthly financial information.
  • Assists CFO with the accurate and timely reporting of all year end financial information and coordinating with the auditors for the completion of the annual audit.
  • Assists CFO with the hiring, training, supervision and retention of all accounting and payroll personnel. 
  • Assists CFO with grants management, financial reporting, and compliance.
  • Assists CFO with school staffing and funding spreadsheets.
  • Assists school principals and department supervisors in the hiring process for school/department bookkeepers.
  • Monitors and analyzes department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy. 
  • Collaborates with other departments and schools to support the system’s initiatives.
  • Attends professional development events, such as GASBO and GAINS.
  • Performs other duties as requested.

 
PERFORMANCE FACTORS:

EVALUATION: Performance will be evaluated annually by the Superintendent or his/her designee in accordance with Policy GBI - Evaluation of Personnel.
