Job Description
Provide analysis and support to assigned program area by planning, developing, monitoring and evaluating projects and programs. To serve as program manager for the Local Assistance Division’s Outreach and Training programs, to include serving as developer and manager of the local government certification and assessment program. Plan, direct, implement, and evaluate training functions for VDOT staff and external customers; establish and monitor goals and performance standards for local outreach programs. Lead the provision of training, technical assistance, and other efforts to reach out to local governments, including supporting the Local Programs Workshop.
How you will contribute:
- Outreach: Support effective outreach with local governments and represent the Department in a positive manner. Serve as support for the Annual Local Programs Workshop, support other outreach efforts including Workshops, trainings, etc., communicate clearly and work harmoniously with all levels of management within the Department, FHWA, local governments, and with the public. Coordinate outreach efforts with Local Partnership team, coordinate the development and delivery of internal and external stakeholder groups on a regular basis, develop Division communications for distribution to local government and VDOT staff on a reoccurring basis, and develop and enhance the Division webpage as a primary tool of communication with local government.
- Programs for Locally Administered Projects: Develop and manage training and certification programs to include research of other states, establish focus group and working group, coordinate with LTAP for management support, develop roll out plan, coordinate training, develop and manage evaluation and revisions to program.
- Reporting: Develop standard and custom reports for LAD sections. Provide specialized report services, interfaces with LAD management and Districts to determine reporting needs and modifies or generates reports accordingly, research new reporting methodologies and approaches to enhance or replace current reporting practices and maintain internal and external reporting websites.

- Experience in interpreting federal and state laws and developing guidelines, communication strategies, and training programs.
- Knowledge of VDOT programs, policies and activities.
- Skill in problem-solving and decision making.
- Skill in the use of communications and training software including web and email design, webinar and production and LMS systems.
- Skill in the use of computers, software applications and reporting tools.
- Skill in working with project management organizational structures and tools.
Minimum Qualifications:
- Ability to effectively communicate with a wide range of individuals at various organizational levels both inside and outside VDOT.
- Ability to gather, analyze data and prepare technical reports.
- Ability to manage programs and budgets.
- Ability to research federal, state laws and regulations.
- Demonstrated ability to establish priorities.
- Demonstrated ability to work cooperatively with others.
- Skill in the use of mass communication platforms and analytical tools including creation and editing tools for print, web, email and video such as Adobe Create Suite, etc.
Additional Considerations:
- A combination of training, experience, or education in Communications, Marketing, Business Training, Public Administration, or related field desired.
- Ability to lead interdisciplinary teams.
- Experience establishing and monitoring performance measures, preparing and delivering presentations and experience using web-based applications.
- Experience in benchmarking industry program standards and developing and implementing new programs.
- Experience with local assistance projects in transportation.
- Knowledge of VDOT standards, policies, procedures, and program priorities.
- Project management experience or public administration, especially with localities. Experience working with complex programs and interpreting regulations.
- Skill in the use of MicroSoft SharePoint for document management.
