Opportunity Youth Program Coordinator - Grant Funded

Job Summary

Under general direction, is responsible for implementing, coordinating, planning, and monitoring city-wide initiatives supporting “opportunity youth”—young adults ages 16 to 24 who are not working and not in school. Oversees the San Antonio Opportunity Youth Collaborative (SAOYC), which is composed of 40 youth-serving nonprofits. Provides leadership in advancing SAOYC’s goals, objectives and outcomes to improve data analysis, support and capacity building of members working to improve education and workforce pathways for opportunity youth. May exercise supervision over assigned staff.

This position is a "grant funded" position, therefore, it is unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday.  Some evenings and weekends.  Schedules are subject to change at the department's discretion based on business needs.

 

Essential Job Functions

  • Coordinates the evaluation of program data related to performance metrics and ensures compliance with established rules and regulations.  Works to increase the capacity of nonprofits to make data-driven decisions and improving processes so opportunity youth can seamlessly move through education and workforce pathways.
  • Assists in developing and disseminating program guidelines and advises staff on related City policies and procedures.  
  • Coordinates with community and partner organizations to develop and implement program initiatives and gathers feedback from stakeholders on potential program improvements.  Leads and facilitates the SAOYC by engaging stakeholders’ input to improve program processes (e.g., intake, referrals, etc.) that incorporates feedback from opportunity youth.
  • Assists in developing and managing program budgets and resources to ensure program success.  Leads budget planning, monitors contracts, and ensures fiscal compliance across funding streams.
  • Ensures compliance with established program requirements associated with contracts and/or grants. 
  • Facilitates youth-led decision-making processes and integrates youth input into program design, funding priorities, and policy recommendations.
  • Develops and coordinates community outreach related to program initiatives and services. 
  • Coordinates the evaluation of program data of SAOYC members related to the City’s performance metrics.  
  • Coordinates and facilitates communications with relevant department and city staff regarding program needs.  Coordinates with community and partner organizations to develop and implement initiatives to amplify youth voice in organizational decision-making.
  • Assists, prepares, monitors, and evaluates the annual departmental and/or divisional budget to ensure program success.
  • Prepares written reports, summaries, and presentations on program performance, plans, and projections.  Assists with the development of data dashboards, reports and conducts analyses on SAOYC programs and outcomes serving opportunity youth.
  • Provides training on best practices for data management and how to analyze data for better decision-making, including on strategies to assist opportunity youth in achieving education and workforce goals, using available community resources.
  • Performs related duties and fulfills responsibilities as required.

 

Job Requirements

 

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of increasingly responsible experience in program or policy analysis, development, and/or management, to include one (1) year of supervisory or lead experience.

Preferred Qualifications

  • Experience working with youth, especially those who are at-risk of dropping out of school or already disconnected.
  • Experience providing training and/or technical support to improve outcomes and ensure quality of programming..
  • Valid Class "C" Texas Driver's License.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
