Job Duties
Reporting to the Manager of Certificate of Error (C of E), the C of E Specialist serves as a primary contact with members of the public for the Cook County Assessor’s Office (CCAO) regarding the C of E process. The C of E Specialist must be customer-service oriented, possess effective communication skills, and be capable of explaining the C of E process to taxpayers in an easily understandable manner.
Essential Job Duties
• Intakes and resolves property owner questions and concerns escalating to Taxpayer Resolution Specialists and CCAO management as appropriate.
• Assists with the intake of current year residential appeals.
• Processes C of E for Valuations, Exempt, and Incentive parcel filings.
• Provides excellent customer service and responds to taxpayer requests for information in an accurate and professional manner.
• Communicates with taxpayers to resolve C of E related problems, including answering inquiries about appeals, providing appropriate forms and information, and referring taxpayers to other CCAO or Cook County departments, when necessary.
• Works under direct supervision to accomplish tasks and resolve most C of E related questions and problems for Valuations, Exempt, and Incentive filings.
• Refers complex Valuations, Exempt, and Incentive filing requests or problems to Legal Department management.
• Interacts with other operational units to provide taxpayer assistance, as assigned.
• Reviews C of E submissions to verify supporting documentation to process recommended tax bill.
• Processes, prints, and prepares C of E denials for mailing.
• Researches and verifies accuracy of contact information in iasWorld for issuance of C of E decisions.
• Prepares packets for the Board of Review to ensure accurate and timely completion.
• Prepares packets for Cook County State’s Attorney review to ensure accurate and timely completion.
• Confirms final calculations provided by Valuations, Exempt, and Incentive Analysts.
• Retrieves required supporting documentation from iasWorld for completion of Board of Review and Cook County State’s Attorney’s Office filings.

Minimum Qualifications
• High school diploma or GED certificate.
• Two (2) years of full-time customer service work experience.
• One (1) year of full-time work experience in finance, property taxation, assessment administration, real estate, title insurance or a related field.
Preferred Qualifications
• Associate’s degree or higher from an accredited college or university.
• A current CCAO employee with two (2) years of full-time experience in property taxation, assessments, appeals, exemptions, divisions, finance, or title insurance.
Knowledge, Skills, Abilities and Other Characteristics
• Knowledge of CCAO operations, assessment practices, and exemption requirements, or the ability to attain such knowledge.
• Ability to knowledgeably and effectively communicate both orally and in writing.
• Ability to work with others; excellent interpersonal skills in dealing with co-workers and staff in a fast-paced, high-volume environment.
• Computer literacy in Microsoft Word and Excel with skill and efficiency in entering and retrieving data.
• Ability to interact and exercise patience with taxpayers and other members of the public to provide guidance and information regarding qualifications for real estate tax exemptions.
Physical Requirements
• Extended periods of time standing or sitting to assist staff at the taxpayer services counter.
• Visual acuity to review and edit written communications for long periods of time.
• Walking between offices and meetings may be required.
• Repetitive use of hands to handle and/or operate standard office equipment.
• Regular use of a telephone to communicate.
• Occasionally required to lift and carry up to thirty (30) pounds.
Annual Salary: $57,811 Grade: 14
