Job Description

Develop, assist, implement and enforce statewide policies and procedures of the Right of Way program to ensure consistency within the agency and compliance with state and federal law. Develop cohesiveness between the regional staff and the Central Office. Assist with implementing and monitoring policy changes to ensure consistency. Produce high quality products while interacting with customers. Make independent sound decisions based upon analysis of available information that may not have clearly defined parameters. To assist with the management of the right of way and utilities portion of complex projects. This is to ensure the quality, timeliness and budget considerations of right of way and utilities projects. Provide right of way and utilities leadership and direction to team members; ensure the integrity of project information in systems and analyze and compile information in response to inquiries from the local, state, and federal government and the public.
 


How you will contribute:
 

  • District iPM: Prepare reports for and attend District iPM meetings and Central Office advertisement meetings. Research, analyze, and compile information in response to inquiries from the public, government officials, and management.
  • Interpretation and Application: Interpret state and federal regulations, rules, laws, policies and procedures and then develop recommendations for revisions to policies and procedures for assigned programs.
  • Leadership: Provide leadership within Location and Design and Right of Way and Utilities teams. Oversee members of varied disciplines and perform complex assignments in one or more of the functional areas of Negotiations, Appraisal, Relocation, Property Management, Legal, Utilities, Environmental, Design and Construction.
  • Notice to Proceed: Monitor the receipt of the right of way notice to proceed and the right of way certification letters from municipal organizations. Respond to management and other sections concerning urban and city programs. Review and provide comments on all proposed plan revisions.
  • Policies and Procedures: Interpret and develop policies and procedures through research of State and Federal laws in partnership with the Federal Highway Administration. Coordinate changes in policies and procedures with RWU Administration, the Administrative Process Act, District Relocation Staff, and other State and local public agencies. Determine economic impact of implementing policies and procedures.
  • Program Assistance: Provide leadership, technical direction, and assistance, as needed.
  • Project Development: Provide and analyze data to assist in developing project cost estimates and cost analysis. Make funding recommendations for Right of Way and Utilities. Ensure Right of Way and Utilities portion of project allocations remain within approved budget.
  • ROW and Utilities Management: Compile and generate information for Right of Way and Utilities Management (Negotiation, Appraisal, Relocation, Condemnation) that is ultimately incorporated into the Six-Year Plan and or construction schedule recommending adjustments, assisting in the establishment of target dates and accomplishing milestones. Attend and participate in project related meetings, inspections, scoping, team meetings, citizen advisory groups, public involvement, and hearings.
  • Teamwork: Function as a vital member of a preliminary engineering development team.

  • Knowledge of engineering as it relates to highway construction to include coordination of preliminary engineering activities and development of estimates, design concepts and project sequence.
  • Knowledge of engineering as it relates to highway construction, reading and interpreting plans, coordination of preliminary engineering and development of estimates.
  • Knowledge of highway construction and design.
  • Knowledge of project development and public involvement processes.
  • Knowledge of real estate principles and practices, right of way and utilities functions, as well as state and federal laws related to land and property acquisition and related assigned programs.
  • Knowledge of utility design and construction techniques.
  • Knowledge, skill and ability in management and acquisition of improvements and real property.
  • Skill in reading and interpreting property plats and plans.
  • Skill in the use of computers and software applications to include MS Office products and computer-aided design software.

 


Minimum Qualifications:
 

  • Ability to analyze information, provide leadership, negotiate and or mediate.
  • Ability to communicate effectively orally and in writing with customers and maintain effective working relationships.
  • Knowledge of administrative, managerial and leadership principles and practices, project development processes, consultant management and procurement.
  • Knowledge of engineering as it relates to highway construction, reading and interpreting plans, coordination of preliminary engineering and development of estimates.
  • Knowledge of right of way and utilities functions, real estate principles and practices, VDOT policy and procedures, acquisition law (statutes 25 and 33).
  • Knowledge of road and bridge standards, knowledge of the processes of public involvement.
  • Skill in the use of computers and web-based applications.
  • Valid driver's license.

 


Additional Considerations:
 

  • A combination of training, experience, or education in Business Administration, Real Estate, or related field desired.
  • Management skills.
  • Project management experience.
  • Wide range of experience in Right of Way and Utilities activities.
