The statewide syndromic surveillance program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.

This Syndromic Surveillance Data Quality and Integration Analyst position within the Center for Infectious Diseases (CID), Office of Infectious Disease Preparedness and Response (OIDPR), supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the implementation, utilization, maintenance, and operation of the California statewide syndromic surveillance program (CalSyS). This program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.
The incumbent works under the general supervision of the Research Data Supervisor I of the Data Quality & Integration (DQI) Unit within the Syndromic Surveillance (SyS) Section. The Research Data Analyst II (RDA II) identifies data sources, information, materials, and other required resources to complete projects; collects and prepares data from structured and unstructured sources, and conducts preliminary analyses using querying, data mining, analytic and data manipulation techniques; creates fully prepared and cleansed data sets for higher level analytics, spreadsheet summaries, reports, charts, and tables utilizing various software applications (BioSense/ESSENCE, SAS, R, MS Excel, SQL) while applying appropriate California Department of Public Health data privacy and security policies. The incumbent ensures effective time management by triaging data projects for efficient prioritization and completion of projects and assignments within the DQI Unit. The RDA II additionally reviews DQI data products and reports for completion and works as a liaison with internal and external stakeholders to provide analytics services; and communicates both orally and in writing to individuals and groups gathering specifications and requirements related to the area of analytics service requested. The incumbent participates in data standards and quality activities, leads documentation of data quality best practices, and recommends solutions to appropriate stakeholders and stakeholder groups.
In the case of a public health emergency, this position may be asked to redirect to serve rotations in emergency staffing roles aligned with their classification level.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience in data integration, management, and quality assurance; and system interoperability and informatics – preferably applied to public health surveillance.
- Experience with data analytic and programming tools e.g., SQL, R, SAS, SAS Viya, Python.
- Knowledge of research methods and statistical methods for data analysis.
- Ability to perform complex research and data analyses attention to detail and make recommendations.
- Ability to analyze data with attention to detail; present information clearly; draft, review, and edit written reports; and establish and maintain project priorities.
- Ability to respond to technical assistance requests and deliver excellent customer service to internal and external partners.
Strongly Preferred: Experience collaborating with state and local governments, preferably in public health.
